Student Disciplinary Committee

The Student Disciplinary Committee is the sole legal authority within the university empowered to make decisions regarding student conduct, professional ethics, and matters pertaining to the student’s status. Disciplinary rulings are issued in two stages: preliminary and final. Preliminary rulings are subject to appeal, while final rulings are binding and enforceable.

Appeals regarding preliminary rulings (excluding verbal or written warnings, which are handled by the primary committee) are reviewed by the University’s Disciplinary Appeals Committee. Administratively, disciplinary committees operate under the Vice Presidency for Student Affairs; however, they function with complete independence from the university’s administrative system regarding the review of cases, handling of violations, and the issuance of rulings.

To ensure student awareness, some articles and regulations of the Student Disciplinary Bylaws are outlined below:

Students are obligated to observe the disciplinary bylaws throughout their period of study, including during internships, apprenticeships, residencies, academic visits, as well as in dormitories, dining halls, and all university premises. Students must refrain from any act that violates the standards and dignity of a student of the Islamic Republic of Iran or constitutes a breach of disciplinary regulations.

Scope of Authority and Duties of the Disciplinary Committee:

A. General Violations: Reviewing cases of general misconduct, such as threats, bribery, insults, assault, forgery, theft, etc.

B. Academic and Administrative Violations: Reviewing academic and administrative offenses, such as cheating during exams, impersonation in exams, acts disrupting or halting university programs, damaging university or public property, etc.

C. Religious, Political, and Security Violations: Reviewing offenses such as providing false information or intentionally concealing facts regarding oneself, affiliation with subversive or corrupt groups or individuals associated with them, membership in or support for subversive, corrupt, or atheist groups, activities or propaganda on behalf of such groups/ideologies, insulting religious or national sanctities or official religions, acts against the Islamic Republic system, and inciting unrest within the university environment.

D. Moral Violations: Reviewing moral offenses, such as substance abuse, consumption of alcohol, gambling, involvement in the distribution or sale of such materials, failure to observe the Islamic dress code, wearing attire inconsistent with university standards, indecent grooming, use of unauthorized display, verbal, or written materials, involvement in the distribution/sale/reproduction of such materials, illicit relationships, or participating in/organizing illicit gatherings or acts contrary to chastity.

Disciplinary Penalties:

A. Penalties imposed by the University Disciplinary Committee:

  • Summons and verbal warning.
  • Written warning (not recorded in the student’s file).
  • Written warning (recorded in the student’s file).
  • Written reprimand (recorded in the student’s file).
  • Assigning a grade of 0.25 in the relevant exam/course.
  • Deprivation of university welfare facilities (loans, dormitory, etc.).
  • Temporary suspension from study for up to two semesters (counted toward the maximum duration of study).

B. Penalties imposed by the Central Disciplinary Committee:

  • Change of place of study (mandatory transfer to another university).
  • Expulsion from all universities in the country (up to 5 years).

Procedure for Appealing Rulings:

Regarding preliminary rulings, students may submit a reasoned appeal to the Disciplinary Committee within a maximum of 10 days from the date of notification of the ruling.


Important Notices and Guidelines:

  • The issuance of a summons or invitation letter, as well as interviews or the completion of forms at the Disciplinary Committee office, does not constitute a “criminal record” (negative file) for the student.
  • All decisions regarding disciplinary cases are made by the Disciplinary Committee Council.
  • Rulings and correspondence issued by the Disciplinary Committee are confidential, and the dissemination of their contents is prohibited. Received reports are also treated as confidential.
  • Students sentenced to temporary suspension must obtain a written authorization from the Disciplinary Committee after their suspension period ends to resume their studies, and must present it to the General Directorate of Educational Affairs.
  • If you face any disciplinary issues, it is recommended to visit the Disciplinary Committee office directly and in person. Avoid discussing these issues with unauthorized or irrelevant individuals; if the issue remains unresolved, consult with the Head of the Student Disciplinary Committee.
